Org. Setting and Reporting The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.

UN-Habitat understands that urban poverty is a multidimensional phenomenon, in which the urban poor experience a complex condition of vulnerability and susceptibility to risks. Beyond the constraints on economic resources, poverty materializes through multiple deprivations, including limited access to basic services such as healthcare, water, electricity, and sanitation, as well as access to education and employment opportunities. To properly implement and expand UN-Habitat’s portfolio in Brazil and Southern Cone countries, an Administrative Assistant is necessary to maintain a good execution of the work programme.

The Administrative Assistant reports and is evaluated by UN-Habitat’s Country Programme Coordinator in charge of Brazil, and by the Programme Management Officer in charge of Latin America and the Caribbean. She/he will support UN-Habitat’s office in Rio de Janeiro taking responsibility for planning, implementing, and managing operational activities in Brazil and Southern Cone countries. She/he shall support all operational activities, including responsibilities related to administrative, financial, and human resources tasks. This position of Administrative Assistant is located at the RIO DE JANEIRO office and within delegated authority, the Administrative Assistant will be responsible for the following duties:

Responsibilities Human Resources Management: - Initiates, processes, monitors, reviews and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, relocation, promotion, performance appraisal, job classification reviews, separation, training etc., ensuring consistency in the application of regulations and procedures. - Enters, maintains and certifies administrative data and records for time and attendance, performance appraisal, etc. in electronic information systems. - Reviews entitlements-related claims and reports. - Provides advice and guidance to staff with respect to administrative procedures, processes and practices, liaising with the Regional Office, UN Habitat Headquarters and UNON and other service providers as and when required. - Maintains and reviews organizational staffing tables; prints and reviews UMOJA reports. - Request Index Number, and Business Partner information as required.

Budget and Finance: - Monitors status of expenditures and allotments through UMOJA, records variations, updates budget tables. - Consolidates data received and provides support to higher-level staff with respect to budget reviews of relevant intergovernmental and expert bodies. - Reviews status of relevant expenditures and compares with approved budget. - Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged and (b) availability of funds. - Assists in the preparation of budget revisions and donor financial reports.

General Administration: - Prepares, processes and follows-up on administrative arrangements and forms related to the official travel of staff. - Drafts routine correspondence. - Maintains files of rules, regulations, administrative instructions and other related documentation. - Maintains up-to-date work unit files (both paper and electronic versions). - Coordinates extensively with service units and liaises frequently with internal team members both at Regional Office, Headquarters and in the field. - Performs other related administrative duties, as required, e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating administrative arrangements for seminars, conferences and translations. - Request quotations for low value acquisitions. - Assist in the management of the Petty Cash fund by filing invoices and updating Umoja.

Contract Administration - Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services. - Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN. - Processes the payment of contractors' invoices and monitor payments. - Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes, property passes, UN parking permits, swipe-card access and door keys.

ACCOUNTABILITY: Takes ownership of all responsibilities and honors commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Completion of high school diploma or equivalent is required. Supplemental training in administration or related area is desirable.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. The GGST is administered to applicants when required before the administration of a written assessment and/or interview. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva(UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.

Work Experience A minimum of five years of experience in human resources management, administrative services or related area is required.

Experience in general office support is required.

Experience in working with Excel, Power-point, MS word, project management software, lotus notes and Enterprise Resource Planning (ERP) System (known as UMOJA within the United Nations) is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and Portuguese is required. Knowledge of Spanish is desirable.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write,speak, understand) and " Knowledge of" equals a rating of " confident" in two of the four areas.

Special Notice Appointment against this post is for an initial period of one year and may be subject to extension.
